New Payment Method For Public Restrooms

Apparently somewhere in Western Finland, the government has installed a new lock on public restrooms along Highway 1 rest stops. And the only way to open it is by text messaging the word "OPEN" to the number printed on the door. Standard text messaging charges applies which means the government is not making money out of this. So why are they doing this? It helps by recording the numbers/information of users in the hope of cutting down vandalism.
